Every year, thousands of high school graduates across the United States give up dreams of college due to a lack of financial resources or for many other reasons, such as not having access to higher education due to social, economic, physical, or psychological reasons. However, the United States Department of Education's TRIO programs, first initiated under several acts related to higher education and economic stimulation passed in the mid-1960s. Upward Bound, Talent Search, and Student Support Services are just three of many TRIO programs that exist today, many of which have a summer program high school students are required to take part in as a condition of acceptance. Upward Bound According to the United States Department of Education's Office of Postsecondary Education, Upward Bound was the first of the TRIO programs. Launched in 1964, the program's creation was a result of provisions made in the Economic Opportunity Act of 1964. The purpose of Upward Bound is to increase college enrollment in two at-risk student demographics: those who are living within 150% of the poverty line and those whose parents do not hold a bachelor's degree. Program sponsors are required to provide tutoring in the core subjects of math, laboratory science, literature, composition, and a foreign language, in addition to the option of providing college prep assistance in areas such as standardized test prep and financial aid. Upward Bound also has a summer program high school students are required to take part in that consists of additional classroom instruction and exposure to college and campus life. Talent Search A result of the of the Higher Education Act, Talent Search was created in 1965 to help exceptional students from disadvantaged backgrounds enter and succeed in the realm of higher education. Participants can begin taking part in the program as early as sixth grade and continue through the completion of a postsecondary program. Students enrolled in a Talent Search program receive academic, career, financial, and personal counseling in addition to assistance with college applications, financial aid, and entrance exams. There are also services available to parents of middle school students and exposure to college campuses. Depending upon the sponsoring institution's programming, Talent Search may include summer programs for high school students that may involve ACT/SAT prep, workshops, or counseling sessions in a variety of areas. Student Support Services As a part of the Higher Education Amendments, Student Support Services was formed in 1968 to provide resources regarding higher education to students and to increase the graduation and retention rates of program participants. In addition to tutoring and counseling services, the Student Support Services program may also provide grant assistance to those students who are receiving Federal Pell Grants, and provide access to cultural and academic programs, and provide summer housing programs for displaced or homeless students. For those who are interested in any of the federal TRIO programs or think that they may know an eligible student, contact a local college, university, or regional board of education office for more information on availability and eligibility standards for specific areas. The TRIO programs are pre-college programs that are designed to prepare specific student cultures for the rigors and expectations of college life. Through combining counseling, resources, and summer programs for high school students, these programs help prepare those whose circumstances may be beyond their control for a successful postsecondary educational career.
